大多数世界贸易组织（WTO）法律文本是1986至1994年乌拉圭回合谈判的成果，于1994年4月在摩洛哥马拉喀什召开的部长级会议上签署，共有约有60份协定（Agreement）、谅解（Understanding）及决定（Decision）等文件。
自那时以来的谈判产生了额外的法律文本，例如信息技术协定、服务贸易和新成员加入议定书（Protocol）等。
发展中成员，特别是最不发达成员，在实施某些WTO规则方面具有更大的灵活性。2001年11月，WTO在多哈部长级会议上发起了新的谈判。
乌拉圭回合协定
1994年在马拉喀什签署的《最后文件》就像一张封面说明，其他一切都与此有关。其中，最重要的是《建立世界贸易组织协定》，它的作用如同“保护伞”。附件中包含关于货物、服务、知识产权、争端解决、贸易政策审议机制的协定，以及诸边协定。承诺表也构成乌拉圭回合协定的一部分。

成员承诺表
承诺表中包含WTO各成员分别做出的允许特定境外商品或服务提供商进入其市场的承诺，是WTO协定的组成部分。
货物贸易
对于一般货物，包含对于关税的约束承诺。
对于农业，包含关税、关税和配额的组合、出口补贴和某些类别的境内支持。
服务贸易
对特定行业允许多少境外服务提供商进入的约束承诺，包括列出个别国家／地区表示不适用“最惠国”非歧视原则的服务部门。
I-TIP Services是WTO和世界银行的联合倡议，它是一组相互关联的数据库，提供关于成员方在WTO《服务贸易总协定》、《区域贸易协定》（RTA）中的承诺以及适用措施和统计信息。
在数据库中可按国家／地区、领域和供应方式检索减让承诺和最惠国待遇，涵盖1995年1月至1999年12月的数据，但不包括当前谈判或2000年1月后加入WTO的国家的数据。
